Abstract

This study aims to analyze the impact of the land law and policy framework on land allocation to households and individuals in An Lao district, Binh Dinh province. Between          2019 and 2023, local authorities allocated 3,304 land parcels, totaling 1,352.14 hectares, to            3,036 households with legitimate land use needs. Survey data from 136 households were analyzed using the Structural Equation Modeling (SEM), revealing a positive and significant influence of land law and policies on land allocation outcomes (β = 0.551, TLPL → LA = 8.728, R² = 0.303). The measurement scales demonstrated strong convergent and discriminant validity, with outer loadings ranging from 0.703 to 0.830. The average scores for policy evaluation criteria ranged from 3.76 to 3.99, indicating a favorable assessment of clarity, feasibility, effectiveness, equity, and socio-political acceptability. The findings affirm the critical role of land-related legal and policy instruments in enhancing the effectiveness of land allocation and propose institutional and implementation adjustments in alignment with the new administrative context.
