Assessment of the registration of security interests over land use rights and ownership of land-attached assets in Huong Tra Ward, Hue City

Abstract

This study assessed the implementation of security interest registration involving land use rights and ownership of land-attached assets, as well as citizens’ satisfaction with these services in Huong Tra Ward, Hue City. Secondary data on registration results during 2021–September 2025 were collected from the Huong Tra Regional Branch of the Land Registration Office. Primary data were obtained through a questionnaire survey of 96 residents who had completed the procedures and in-depth consultations with 10 registration officers and 10 employees of local credit institutions. The results showed that 3,674 security interest registration applications were processed during 2021–September 2025, primarily comprising mortgage registrations (56.64%) and mortgage deregistrations (43.03%). Overall, respondents rated the registration services from “Satisfied” to “Very satisfied.” Those who completed the procedures from July to December 2025 (Group 2) tended to give higher ratings than those who completed them before July 2025 (Group 1) regarding service accessibility, administrative procedures, and service outcomes. The study proposed several measures to improve the effectiveness of security interest registration at the local level, focusing on upgrading equipment, improving application guidance and complaint handling, enhancing data interoperability, and strengthening coordination among relevant stakeholders.
