Abstract
This paper aims to address the fragmentation in digital economy policy research by employing a mixed-methods approach, combining bibliometric analysis and a systematic review of 483 documents from Scopus in Southeast Asia. The bibliometric analysis reveals a surge in scientific publications during the 2021–2024 period, with key themes centered on digital transformation, support for small and medium-sized enterprises, and the governance of new technologies. Building on this, the systematic review highlighted key policy debates: the need to balance foundational legal frameworks with tailored policies, the indirect role of government in fostering an innovative environment, and the challenge of striking a balance between promoting new technologies and managing risks. By integrating quantitative breadth with qualitative depth, the study provides a robust evidence base, enabling policymakers and the scientific community to identify trends and research gaps with greater clarity.
