Tóm tắt
Nhằm khắc phục sự phân mảnh trong nghiên cứu chính sách kinh tế số, bài báo này sử dụng phương pháp hỗn hợp, kết hợp phân tích trắc lượng thư mục và tổng quan hệ thống trên 483 tài liệu từ Scopus về Đông Nam Á. Phân tích trắc lượng thư mục cho thấy sự bùng nổ công bố khoa học giai đoạn 2021–2024, với các chủ đề trọng tâm xoay quanh chuyển đổi số, hỗ trợ doanh nghiệp nhỏ và vừa, và quản trị công nghệ mới. Trên cơ sở đó, tổng quan hệ thống đã đi sâu làm sáng tỏ các vấn đề chính sách cốt lõi: sự cần thiết phải cân bằng giữa khung pháp lý nền tảng với chính sách tùy chỉnh; vai trò gián tiếp của chính phủ trong việc kiến tạo môi trường đổi mới; và bài toán cân bằng giữa khuyến khích công nghệ mới và quản lý rủi ro. Bằng cách tích hợp bề rộng định lượng với chiều sâu định tính, nghiên cứu cung cấp một cơ sở bằng chứng vững chắc, giúp các nhà hoạch định chính sách và cộng đồng khoa học định vị các xu hướng và khoảng trống nghiên cứu một cách tường minh hơn.
